It is the third of three independent but coordinated studies of Brazilian regionalism, covering the period from the beginning of the Republic to the establishment of Getulio Vargas's Estado Novo in 1937. John D.
Wirth's volume on Minas Gerais was published in 1977, followed by Robert M. Levine's volume on Pernambuco in 1978. Together, the studies survey politics, the economy and society in these regions, with data and interpretations concerning political elites, fiscal systems and social integration.
They examine São Paulo in the Center-South, which benefited most from export growth; politically important Minas Gerais, between the prosperous southern states and the impoverished Northeast; and Pernambuco, the Northeast's most important state.
The studies follow power as it shifted from the centralized Empire to the states, then trace the Union's gradual assumption of authority and responsibility over the following half century. They are organized by theme, though each author uses a chronology suited to his state and relates regional events to national events and those in other states.
Comparative quantitative biographical data show similarities and differences among the three states' political elites, including what they wanted, sought and accepted. In São Paulo, agriculture and then manufacturing expanded rapidly.
Its political elites relied on large-scale exports and foreign borrowing, pioneered state intervention in the economy and society, and treated their own interests as Brazil's.
