This style was popular on dune buggies and hot rods in the 1960s. The wheel measures 13.5 inches in diameter and fits 1969-1994 GM-style columns.
The adapter includes a black metal cover, horn button spring, spacer ring, plunger spring, lead wire and three mounting bolts.
