A rear strap attaches it to luggage, and a back buckle secures it to a car seat belt. The listing mentions 18-inch and 21.5-inch airline size limits; 21.5 inches is over 21 inches. It also states a 3-year replacement warranty for quality problems and an email response within 24 hours.
