If you require a 3-meter lift using a 12V pump with the same power, the solar current will necessarily be reduced, so the pump may fail to start in slightly poor weather. Note that a 9V6W system with the water pump can still operate at sunset or under light cloud cover, whereas a 12V6W configuration typically cannot.
